The theme of this workshop was selected to reflect the general trend that recognises the centrality of civil society and private business institutions in poverty reduction.

Despite the euphoria about privatisation and the diminished role of the state under the structural adjustment programme in Africa, the peculiar nature of development in West Africa and elsewhere has forced national and international policy makers to revisit the catalytic and regulatory role of the state.
