-Civil servants and professionals: Their functions and roles in poverty reducing programs
-The role of the state in relation to international agencies, incl. the UN family and their role in poverty reduction
-The role of local government and NGO’s in poverty reduction
-Policy profiles and ideologies: Universal security nets versus target-group orientation, inconsistent policies etc.
