Julio Boltvinik Kalinka is an academic and a Mexican politician.

Legislature of the Congress of the Union of Mexico from 2003 to 2006 Was delegated Federal to the LIX and is member of the Party of the Democratic Revolution. He studied Economics in the Independent National University of Mexico and obtained two masters: the masters in economy in the developing School of Mexico, and economic masters in the University of East Anglia, Great Britain. He also obtained the doctorate in social sciences in center of Investigation and Studies Superiors in Social Anthropology of the West (CIESAS).
